Broken Things

Institutions and people in this setting can be nonfunctional or broken in some way. Police can be ineffective at enforcing the law or seeing justice served due to corruption, financial constraints, gaps in the law, etc. People can lack morals, self-preservation instincts, will to live, self-esteem, dignity, be ignorant of better ways to live, etc. Characters in these settings can take advantage of these situations to do as they wish. Examples: committing crimes after dark when a cash strapped police force is low on active members due to budget issues, exploiting a person with no self-esteem because they won't resist, exploiting a person because they don't know any better, etc. Once the reason for this broken behavior is explained in a story, it does not have to be brought up again every time it is exploited. These types of actions do not stray into nonconsensual category due to the implied consent of the person.
